Om upphandlingen

Background Arendal municipality shall enter into a new framework agreement for stone masses as the current contract expires in December 2026. The procurement shall ensure continuity in the deliveries for the municipality ́s ongoing operations, maintenance and investment projects. The municipality has a continual need for stone for different projects and sites, and the need varies in both extent and type. It is therefore important to establish a system that provides good delivery security, sufficient capacity and flexibility in the contract period. The new framework agreement shall also facilitate for better resource utilisation and increased reuse. The municipality would therefore like the contract to support handling clean rock masses for sorting and crushing for reuse, as well as receipt of asphalt flakes where appropriate and in accordance with the current requirements. It is important for tenderers to note that the procurement shall provide the municipality with a practical and robust supply system, with clear frameworks for quality, documentation, traceability and call-offs during the agreement period. Description of assignments The framework agreement is for the delivery of stone masses to Arendal municipality ́s various projects and sites during the contract period. The delivery includes relevant types of matter such as crushed stone, gravel and sand fractions, adapted to the municipality ́s varying needs in both small and larger measures. The deliveries shall be freely uploaded on vehicles. The framework agreement shall be able to be used across the municipality ́s activities and cover both ordinary needs and situations where quick access to matter is required. The assignment also includes handling clean rock from the municipality ́s facilities, including reception, sorting and crushing for reuse when relevant. In addition the contract shall include the receipt of asphalt flakes for reuse where this is professionally and practically suitable. What is requested is a delivery that together gives the municipality stable access to the necessary masses, appropriate capacity and a system that supports the municipality ́s goal of quality, efficient use of resources and increased reuse. Framework agreement The procurement will be regulated by the attached framework agreement, with the accompanying standard terms. The framework agreement period is from 19.12.2026 - 18.12.2028, with an option for the contracting authority to extend the framework agreement for a further 1+1 year. The contracting authority will enter into parallel agreements with two or more tenderers, if a sufficient number of qualified tenderers submit tender offers. Call-offs shall be made at the framework agreement supplier who has the shortest transport distance between the stated production facility and the delivery place. The transport distance is calculated as the shortest driveable stretch on the public road network by using Google maps. Transport distances will be seen as almost the same if the difference is less than 5 km. At approximately equal transport distance, the highest ranked tenderer after the award of competition shall be used. If the chosen tenderer documents a lack of capacity, cannot deliver within the requested date or in writing justifies other conditions that make delivery impossible, the Contracting Authority can correct the enquiry to the next tenderer in the ranking. The contracting authority does not guarantee a minimum volume for each tenderer.
