The procurement is for the establishment of a framework agreement for the purchase of consultancy services within digital development and modernisation. The main aim of this procurement is to ensure the Customer access to competence, capacity and expertise that the Contracting Authority needs in relation to digital development and that contributes to realise the focus areas in the Digitalisation Strategy. The customer needs assistance to continue the digital transformation, where the use of data, automation and artificial intelligence will be central means. The assistance can i.a. include consulting, development, implementation and further development of digital systems, including work on digital transformation, innovation, service development and profit realisation. The assistance will mainly include the hire of individual resources with specialised competence, but it can also include smaller teams as needed. The assignments will be carried out as call-offs under the framework agreement, based on either SSA-O or SSA-B, depending on the nature and needs of the assignment. The framework agreement shall contribute to strengthening DGIs and the owner municipalities ́ ability to plan, develop, implement and manage digital systems in an efficient and sustainable way. The procurement shall be carried out as a negotiated procedure after a prior notice in accordance with PPR parts I and III for further information on the procurement ́s purpose and scope. This procedure gives all interested suppliers the possibility to submit a request for participation in the competition. Only tenderers who are qualified and then invited by the Contracting Authority can submit a tender.
